Why it makes sense

Europe has high taxes and low growth. Paraguay is a different cycle.

Paraguay lies on the other side of the planet — outside EU risks — and is at the same time an environment with low taxes, free movement of capital and real demand for housing and offices.

Tax environment

Personal income tax 10% (first 80,000,000 Gs exempt), VAT 10%. Zero property and inheritance tax.

Diversification outside the EU

A different legal and political cycle. Your capital is not exposed to the same European risks.

A young country

Average and median age around 28–30. Housing demand in Asunción will grow as the economy formalises.

People don't want to commute

Commuting takes 2–3 hours a day. People want to live and work in one place — hence the mix of residences, offices and services.

Capital inflows from the region

Capital from Argentina and Brazil is seeking stability. Rating agencies (including Fitch) have moved Paraguay to where institutional capital can go.

A political exception in the region

A market-oriented, right-leaning government and a very different situation from neighbouring countries.

Rising office rents

Premium office rents in Asunción ~USD 18.3/m², +23.6% year on year.

EU–Mercosur from 1 May 2026

Another layer of context, not the main reason to buy a unit.

The price per m² is still low because this is a project under construction in a market only now opening up to institutional capital. Growing from a low base is easier than in an expensive European market. The trajectory for the coming years is clear: more capital in the country → higher price per metre. Whoever wants certainty in this thesis doesn't choose "somewhere in Asunción", but an established, sought-after address such as Las Lomas.

The Plaza by CIVIS project

A new chapter for CIVIS: mixed use

Mixed use means housing, offices, retail and services in one complex. Not an isolated tower, but a small urban ecosystem. This type of project already works in the region — Ciudad Matarazzo in São Paulo or Mercado Urbano Tobalaba in Santiago.

CIVIS Plaza location map in Asunción

Location — Av. Molas López esq. Río Verde, Las Lomas, Asunción

Asunción, Molas López / Santísima Trinidad axis, 4 minutes from Shopping del Sol. Connected to Av. San Martín and Aviadores del Chaco. One of the most sought-after locations in the city.

  • Casa Rica right next door — a premium supermarket with goods from Europe too.
  • Plaza lower floors = services and shops. Residences, offices and amenities at one address.
  • Parking in the building. In this location there will be nowhere to park in the future — a space is a future rarity and directly raises the apartment's value.
  • Nearby: restaurants, padel and fitness, a rugby club, pharmacies, Shopping del Sol, Paseo la Galeria.

NODO Serviced Offices — office tower

The first building in Asunción designed for small and medium-sized businesses.

  • Serviced offices: 25.66–56.43 m² (total area)
  • Two larger offices ~324 and ~365 m²
  • Coworking ~365 m²
  • Mix: ~70% serviced offices, ~20% offices, ~10% coworking and amenities

The corporate thesis

A growing formal economy, few suitable offices

~450k

formalised SMEs (end of 2025)

98%

of companies in the country are SMEs

~278k m²

of traditional offices vs. only ~10–15k m² of flexible space

#1 in LATAM

premium rent growth in Asunción

01

No representative headquarters.

02

Traditional leases are rigid — long contracts, deposits, guarantees.

03

High upfront CAPEX for fit-out, furniture and networks.

04

Fixed operating costs (reception, security, cleaning) before the business earns.

The demand exists. What's missing is a model built for those who are growing.

What the unit is for

Two products, one address

Residence — three paths

  1. 01

Keep it. A second home in Asunción, in Las Lomas.

  2. 02

Rent it out. Short-term or long-term. Civis can take over rental administration through its rental company HostPy — you don't have to worry about operations.

  3. 03

Sell later. Enter at the construction price, exit on the finished market. After completion, comparable units on the secondary market typically trade ~30%+ higher than during construction. A description of market behaviour, not a promise of return on a specific unit.

Only units held to rent or for appreciation count toward the residency route.

Office — cash flow

Buy a module and rent it out. Asunción has few representative corporate buildings — today the premium standard essentially relies on the WTC, Perseverancia is under construction, and that's almost where supply ends. Plaza combines a corporate tower with residences and services in one place.

Property Pool in 4 steps

  1. 1. Title to a module (e.g. 35 m²).
  2. 2. Centralised management.
  3. 3. A shared pool of rents, meeting rooms and catering.
  4. 4. Pro-rata distribution → individual vacancy is diluted.

Scenario: 17.3% net yield on the office pool. Assumption: a conservative pooled rent of USD 33.44 per m². Projections and past results do not guarantee future returns.

How payment works

Clear, transparent terms and flexibility

Fixed

USD 2,000

order confirmation, reservation

20%

down payment after signing the contract

Flexible — the rest by agreement

  • monthly
  • quarterly
  • semi-annually
  • the full remaining amount at once with a discount

It's not a rigid bank product. The 48-month construction horizon is the default framework, not the only track — terms can be agreed according to how you want to release capital.

How to pay

We can set up the payment. A USD transfer is standard. Cash and cryptocurrency are handled individually after investor verification.

Appreciation over time

+10%

when buying before construction starts

+26%

during construction

+35%

after completion

After completion, the secondary market typically trades ~+30% above the construction price. A model and market experience.

Who is behind it

A developer with a track record, not a newcomer

CIVIS Soluciones Inmobiliarias is the real estate developer of a third-generation family business group. Development is one leg of the conglomerate (vehicle imports, insurance, modular construction, hospitality management, investment management). It is one of Paraguay's influential families with a long and successful history across industries.

The property must be held for income or appreciation, not for personal use. The investor certificate is issued in days, and your lawyer confirms the overall timeline. We go through the checklist on the call.

If you don't want to run the unit yourself, Civis and its company HostPy take over the administration.

FAQ

Questions investors ask

How does the payment plan work?

A USD 2,000 reservation holds the unit. You pay 20% on signing the contract, and the balance in monthly, quarterly or semi-annual instalments during construction. You can also pay in one payment with a discount. Payments are in US dollars.

Can foreigners buy in Paraguay?

Yes. Foreigners can own property in Paraguay in their own name, with a passport and documentation of the origin of funds. Residency isn't required to buy, and the purchase can be completed remotely with a power of attorney.

Does buying here qualify me for permanent residency in Paraguay?

Paraguay's Investor Pass (MIC Resolution 283/2026) gives permanent residency for real-estate investments from USD 200,000. The property must be held for income or appreciation, for example rented out. Property for personal or family use is excluded. A notarised purchase contract with at least 30% paid can support the application. Eligibility and timing depend on your case and are confirmed by a Paraguayan lawyer. We'll walk you through the checklist on the call.

How are buyers' funds protected?

Buyers' payments go into a fideicomiso (trust). It is separate from the developer's operating accounts, and funds are released by construction milestones. The fideicomiso documentation is available on request.

Who is the developer and who builds it?

The developer is CIVIS Soluciones Inmobiliarias, a family group with 400+ units delivered (Villa Morra Flats, Mburucuya Flats, Flats del Sol, Civis Alpha, Civis Mariscal). Construction is by Codas Vuyk.

Which unit types are available?

Studios (31.60–34.50 m²), 1-bedroom (37.45–44.65 m²), lock-off / 2-bedroom (80.75 m²), penthouses (145.55 m²) and super penthouses (271.30 m²). Current availability is shared on request.
